A 68-year-old Singaporean man who spied on his neighbour for months from his bathroom window, shone a laser pointer into her bedroom, molested a teenage girl on a bus and stole a caged bird has been sentenced to eight months and one week in jail.
According to Channel News Asia, Rosrankani Abdul Latif pleaded guilty to four charges, including molestation, voyeurism and theft. Another four charges were taken into consideration during sentencing on Friday (Mar 13).
The court heard that Rosrankani realised in January 2025 that he had a direct view into the bedroom of a 23-year-old woman living in the same Housing Board block.
From the window of his bathroom, he began secretly observing the woman undressing or lying on her bed, continuing this behaviour for more than seven months until August 2025.
Investigators said Rosrankani admitted he was single and had “the urge to look at girls”, and believed the victim liked him.
In May 2025, the victim was trying on new clothes in her bedroom when Rosrankani stood in his toilet and watched her while she was naked and changing.
The harassment escalated on Jun 24, 2025, when the victim called the police after noticing Rosrankani pointing a laser pointer into her room and directing it at her thigh.
Feeling harassed and unsafe, the woman began drawing her blinds, installing frosted window film and setting up a closed-circuit television camera in her bedroom.
At about 12am on Jul 18, 2025, the victim again noticed Rosrankani shining a laser pointer into her bedroom for about 10 to 15 minutes while her blinds were partially drawn.
At about 12.15am, he began shouting repeatedly towards her flat: “Come to my house. I love you. I want to see you naked.” He also shouted other sexually suggestive remarks while continuing to shine the laser pointer.
The victim’s mother called the police and Rosrankani was arrested later that day. Officers seized a silver laser pointer from him.
He was later charged and released on bail. However, on Aug 2, 2025, while drunk, he walked back and forth along the corridor outside the victim’s home and shouted at her, causing her to feel distressed.
During investigations, he admitted the victim’s mother and aunt had previously confronted him about his behaviour. He told them the victim should draw or change her blinds so he could not see into her room.
ON THE BUS
On Aug 2, 2025, Rosrankani was seated in the last row of a bus when a 15-year-old girl in a secondary school uniform boarded the bus.
The girl’s right leg was in a walking boot due to an injury. When Rosrankani saw her, he called out and gestured for her to sit in the empty seat next to him.
The girl complied. Rosrankani then rubbed his elbow against the girl’s hip over her skirt. He also spread his legs wide so that his knee touched hers while continuing to rub his elbow on her hip.
The girl sent WhatsApp messages to her friends telling them she was uncomfortable.
When she told Rosrankani to stop, he ignored her and rubbed her hip more forcefully.
The girl then stood up and walked toward the front of the bus while holding onto a pole for balance. Rosrankani followed her and placed his hand over hers on the pole.
He then stepped closer and rubbed himself against her buttocks at least three times. The girl moved away each time.
The girl eventually started a video call with her father and held her phone up so Rosrankani could see it. He stopped only after noticing the call.
The victim later got off the bus and asked her father to pick her up because she feared Rosrankani might follow her. She cried while waiting at the bus stop and broke down further when she saw him.
She later said she felt disgusted, extremely uncomfortable and shaken by the incident. She also blamed herself for sitting between two men, as her mother had previously warned her not to do so.
After the incident, the victim said she felt wary and unsafe every time she took the bus, fearing she might be molested again.
Rosrankani was also uncooperative during investigations into the offence.
BIRD THEFT CASE
Rosrankani also admitted to an unrelated theft charge for stealing a bird cage containing a jambul bird on Jun 22, 2023.
He took the bird home and tried to wash it, but it flew away when he opened the cage.
He later sold the bird cage to a shop for S$100.
The bird and the cage, worth about S$3,000 in total, were never recovered and no restitution was made.
Prosecutors sought a jail term of between eight months and one week and 10 months and two weeks, describing Rosrankani as a serial thief and sexual predator.
Court records showed he has multiple previous convictions for theft dating back to 1981.
Under Singapore law, voyeurism carries a maximum penalty.
