Parents Charged in Connection with Death of Eight-Month-Old Son

A 21-year-old woman, Chloe Gan Ci Xuan, and her 25-year-old husband, Neo Jia Ming, have been charged in connection with the tragic death of their eight-month-old son, Trevor Neo Yu Hin.

Both were remanded and appeared in court via video link following their arrest on September 2, after authorities were alerted to the case at KK Women’s and Children’s Hospital.

According to CNA, the charges against the couple were brought under Section 304C of Singapore’s Penal Code, which pertains to causing or allowing the death of a child under 14 years of age in their household.

Gan has been accused of causing Trevor’s death through an unspecified “unlawful act” at their residence on September 1.

The charge sheet alleges that she was aware of the significant risk of grievous hurt to her child due to the nature and intensity of her actions.

Neo has been charged with failing to take reasonable steps to protect his son from Gan’s unlawful behavior, which ultimately resulted in the child’s death.

Both parents were married on August 2, 2023, the report added.

The police prosecutor requested that the parents be held in custody for three weeks, noting that the charges are serious enough to be heard in the High Court.

The case is scheduled for mention again on September 24.

According to a previous statement from the police, they were alerted to the situation at KK Women’s and Children’s Hospital in the early hours of September 2, after which the boy’s parents were arrested.

If convicted, both parents face severe penalties.

Neo could be sentenced to up to 20 years in prison, along with fines or caning. Gan faces similar penalties but will not be subjected to caning due to her gender.
