Two Indian nationals have been charged in Singapore for allegedly providing sexual services to an Immigration and Checkpoints Authority (ICA) officer in exchange for assistance with their short-term visit pass application.
The case originates from the downfall of Kannan Morice Rajagopal Jayaram, a 55-year-old ICA inspector who once headed the Visit Pass Unit.
In his position, Kannan had authority over short-term immigration pass applications — a sensitive responsibility meant to uphold fairness in Singapore’s immigration system.
But investigations by the Corrupt Practices Investigation Bureau (CPIB) uncovered a disturbing pattern: Kannan abused his authority to obtain sexual favours from multiple foreigners seeking immigration approvals.
His misconduct culminated in September 2024, when he was sentenced to 22 months in jail after admitting to three counts of corruption. Another three charges were considered during sentencing.
CPIB revealed that Kannan had engaged in sexual activity with at least six different foreigners in exchange for granting or extending visit passes.
BACK STORY
The corruption saga traces back to Kannan Morice Rajagopal Jayaram, a 55-year-old Immigration and Checkpoints Authority (ICA) inspector. Kannan began his career with ICA in 1996, working his way up the ranks.
By November 2018, he was appointed team leader of the Visit Pass Unit, supervising more than ten officers.
In June 2021, he was promoted to inspector — a position of significant trust and discretion.But between 2022 and early 2023, that trust was grossly betrayed.
Investigations by the Corrupt Practices Investigation Bureau (CPIB) revealed that Kannan had solicited and received sexual favours from at least six foreign men.
These individuals were in precarious immigration situations, often with expiring short-term visit passes (STVPs).
One striking example, detailed in court records, involved a 26-year-old student from India. After his STVP extension was rejected in December 2022, the student turned to Kannan for help.
Kannan invited him to his home after meeting near Kallang MRT. There, he guided the man through the extension process, directed a subordinate to approve the pass, and then demanded sexual acts in return. The student, fearing the cancellation of his pass, reluctantly gave in.
Kannan was charged in December 2023 with six counts of corruption. He eventually pleaded guilty to three charges in July 2025, with the other three considered for sentencing.
On September 11, 2025, the court sentenced him to 22 months in jail, marking a dramatic fall from grace for a man once entrusted with safeguarding Singapore’s immigration system.
The ICA has since suspended Kannan from duty and announced disciplinary proceedings following his conviction.
CPIB reaffirmed Singapore’s zero-tolerance stance on corruption, stressing that no public servant is above the law.
The Accused and the Allegations
The men, identified as Arya Monu, 29, and Bharat, 21/22, were formally charged in court on 18 September 2025.
Investigations by the Corrupt Practices Investigation Bureau (CPIB) revealed that both men were accused of engaging in sexual acts with former ICA inspector Kannan Morice Rajagopal Jayaram, 55, as inducement for help with visit pass approvals.
According to court documents, Arya’s alleged act took place on 24 December 2022, while Bharat was said to have engaged in a similar offence on 18 February 2023. Both men allegedly sought favourable treatment for their stay in Singapore.
Current Status of the Two Men
Arya has been granted bail of S$30,000 and is scheduled to enter a guilty plea on 30 October 2025. Bharat, however, has contested the allegations and will attend a pre-trial conference on 2 October 2025.
Timeline of Events
December 2022 → Arya Monu allegedly offers sexual favour to Kannan.
February 2023 → Bharat allegedly commits a similar offence.
September 2024 → Kannan pleads guilty to corruption and is sentenced to 22 months’ jail.
September 2025 → Arya and Bharat formally charged in court with corruption.
October 2025 (upcoming) → Bharat’s pre-trial conference (2 Oct) and Arya’s scheduled guilty plea (30 Oct).
If found guilty under the Prevention of Corruption Act, each man could face up to five years in jail, a fine of up to S$100,000, or both.
