An 18-year-old male faced legal charges after a series of disturbing incidents involving animal cruelty and harassment. The events unfolded in April 2023, when the youth was caught performing a lewd act on a neighbour’s cat, an act that was recorded by a nearby CCTV camera and quickly went viral on social media.

According to court documents, the incident occurred around 1.50am on April 8, 2023, in a public space near a block of flats on Senja Road.
The 35-year-old cat owner allowed his feline to roam outside, and the offender, who also resided in the same block, saw the cat and decided to interact with it.
As per the Straits Times report, the prosecutor stated: “The accused started patting the cat and fed it some cat food that he found on a shelf outside the flat. At about 1.52am, while the cat was consuming its food, the accused got sexually aroused by the cat.”
The youth then lowered his shorts and performed an obscene act on the animal, which moved away afterward. The owner of the cat reviewed the CCTV footage with a neighbour’s help and subsequently uploaded the clip onto social media in an effort to identify the offender.
The veterinarian who examined the cat confirmed that it had not sustained any injuries, though the animal appeared reluctant to remain outside following the incident. The police were alerted on April 11, 2023, and the offender was arrested later that day.
In a separate set of allegations, the same youth was involved in bullying and assaulting a 19-year-old course mate who has mild intellectual disability and autism spectrum disorder. The court heard that the offender, who had a bigger build than the victim, engaged in constant verbal and physical abuse, including threatening, hitting, tripping him in class, and demanding money.
The DPP noted: “The victim did not dare to stand up to or report the accused for fear of his own safety as the accused had threatened to hurt him if he informed his parents, teachers or anyone else.” Some of these acts were reported by other students, but the bullying persisted despite counselling.
Further details revealed that on March 31, 2022, the offender exchanged threatening and insulting text messages with the victim, including repeated expletives and a threat to kill. The situation escalated when, in November 2022, the offender saw the victim resting his head against a fellow classmate’s bag. Irritated without clear cause, the offender followed the victim to a toilet and then slapped him after questioning why he was resting his head there.
The victim’s father discovered the threatening messages in 2023 and reported them to the police, leading to the offender’s arrest and subsequent charges in 2024.
On May 23, 2023, the youth pleaded guilty in court to one count each of assault, harassment, and doing an obscene act in a public place. The court indicated that two additional charges—another assault and two thefts committed in 2022—would be considered during sentencing.
The offender, now 20, cannot be named due to his age at the time of the thefts.
The court has ordered reports to assess his suitability for probation and reformative training. The latter involves detention in a centre with a strict regimen, including counselling and physical drills. Sentencing is scheduled for July 2025.
