Peru, a country in western South America is planning to impose mandatory chemical castration against r*pists of minors, teenagers, and women, as such crimes increased in the country.
According to reports, after a case of kidnapping and r*pe of a three-year-old girl in Lambayeque went public, the President told reporters that such crimes will not go unpunished.
Chemical castration is the use of drugs to lower the production of hormones in your t*sticles.
“Enough of so much violence, crimes of sexual violence against children will not be tolerated by this government, nor will they go unpunished. The pain of this family is also ours, I am outraged at such cruelty,” he told reporters.
According to the report, Over 21,000 minors have been victims of r*pe in the past four years in Peru.
A total of 6,929 cases were registered in 2021 alone.
Peruvian Ministry of Women’s Rights published these numbers adding that r*pists of minors under the age of 14 face life imprisonment.
According to the President, for decades, Peru has been affected by corruption, poverty, drugs, inequality, violence and sexual assault against minors, teenagers, and women.
“This atrocious and inhuman fact leads us to an enormous reflection as a country to adopt more severe State public policies to safeguard the human rights of the most defenseless who are our children,” Castillo explained.
“And chemical castration is an option,” he added.
“We cannot wait any longer.”
The President Castillo stressed that this must be included in the Penal Code, just like how Russia, Poland, South Korea, Indonesia, Moldova and some of the United States have included it in theirs.
“This proposal will be made formal in the coming days. We expect the support from Congress and we urge it not to turn its back on the people’s clamor,” Castillo added.
“As a Government, we have the responsibility to protect and defend the lives of Peruvians, which is above any interest or political calculation,” he said.
In Singapore offence of r*pe carries an imprisonment term of up to 20 years and a fine or caning.
According to SLA, Offenders who are guilty of committing r*pe against a victim who is aged 14 years old or older will be jailed up to 20 years and will also be liable to fine or caning.
On the other hand, offenders who are guilty of committing aggravated r*pe will be jailed for at least 8 years and up to 20 years, and caned of at least 12 times.
- Aggravated r*pe is when an offender: Voluntarily causes hurt to anyone or threatens to kill or hurt that person or any other person in order to commit the ra*e;
- R*pes a person below 14 years of age without that person’s consent;
- or R*pes a person below 14 years of age with whom the offender is in an exploitative relationship with the person (even if that person had consented to the act).
