NTU Undergraduate Accused of Cannabis Trafficking on Campus, Faces Multiple Drug Charges

A Nanyang Technological University (NTU) undergraduate has been charged with trafficking cannabis on campus and faces a total of eight drug-related charges.

Muhammad Izzat Mazlan, 25, allegedly trafficked cannabis blocks weighing no less than 101.59g near a carpark at NTU’s School of Mechanical and Aerospace Engineering on October 20, 2022, according to CNA.

Additionally, he was found to be in possession of a drug utensil, a grinder, at the same location.

Court records reveal that Izzat, during his hearing on Tuesday (December 5), did not indicate a plea despite the prosecution being ready.

The charges against him also include trafficking five blocks of cannabis weighing no less than 131.56g at a housing block in Pasir Ris Drive 3 later that evening. Furthermore, Izzat is accused of possessing Class A drugs, including ecstasy tablets, cannabinol derivative capsules, and stamps containing the hallucinogen Lysergide, commonly known as LSD.

The specific location of alleged drug consumption and possession offenses were not mentioned in the charge sheets.

In response to queries, an NTU spokesperson stated that students found guilty of criminal activities, including Izzat, would be subject to disciplinary proceedings.

Upon review, pending cases for these students will be evaluated after the court’s decision.

NTU emphasized that it takes such conduct seriously but refrained from providing further comments due to the ongoing court proceedings. Izzat’s next court hearing is scheduled for a pre-trial conference on December 19.

Under the Misuse of Drugs Act, if convicted of trafficking cannabis, Izzat could face a minimum punishment of five years’ imprisonment with five strokes of the cane and a maximum of 20 years’ imprisonment with 15 strokes of the cane.

Possessing a drug utensil, such as the grinder, carries a potential sentence of up to three years’ imprisonment, a fine of up to S$10,000, or both. If found guilty of possessing cannabis, LSD, a cannabinol derivative, or ecstasy, he could face up to 10 years’ imprisonment, a fine of up to S$20,000, or both.

In the case of consuming a cannabinol derivative, Izzat may be sentenced to a minimum of one year and a maximum of ten years’ imprisonment, a fine of up to S$20,000, or both.

The case remains before the courts, and Izzat’s fate will be determined based on the court’s decision.
