Man Sentenced to One Week Jail for Causing Serious Injuries in Bicycle Accident at East Coast Park

Edmund Kwek Jun Wei, 34, was sentenced to a week in jail after pleading guilty to causing grievous hurt through a negligent act following a bicycle collision at East Coast Park in the early morning of October 22, 2024.

WHAT HAPPENED :

According to Channel News Asia, the incident occurred around 6.20am when Kwek was cycling along a designated path at a speed of approximately 22 km/h, within the speed limit of 25 km/h.

Witnesses reported that the lights on his bicycle were still lit at the time.

Kwek was reportedly looking down at one point and failed to notice a jogger, 48-year-old Tan Jo-Ann, in front of him. When he looked up, he saw Ms. Tan’s back before colliding into her.

The collision caused Kwek to be flung off his bicycle, while Ms. Tan fell to the ground and sustained serious injuries.

Kwek immediately attended to her and called emergency services.

She was transported to Changi General Hospital, where doctors diagnosed her with fractures on her right skull, the base of her skull, and a possible fracture behind her nose. She was discharged 16 days later, on November 6, 2024.Ms.

Tan’s injuries resulted in lasting neurological consequences, including partial hearing loss in her left ear, impaired sense of smell and taste, and vertigo when bending forward.

An examination revealed her sense of smell was still lacking as of January 2025. She also attended approximately 19 sessions of speech therapy until March, with her speech improving and no residual motor deficits reported.

Kwek’s lawyer, Bozy Lu from Han & Lu Law Chambers, told the court that her client had been training for a marathon when the incident occurred. She also stated that Kwek had attempted to offer compensation to Ms. Tan, but she declined.

The defence emphasized Kwek’s remorse and noted that he pleaded guilty at the earliest opportunity.

The prosecution highlighted that Kwek could have faced up to two years’ imprisonment, a fine of up to S$5,000, or both.

The court ultimately sentenced him to one week in jail.
