The National Environment Agency (NEA) has completed its investigations into an incident involving a man filmed defecating at a staircase landing at Block 138 Edgedale Plains.
According to a resident, she was leaving her house on the day of the incident at around 8:40am when she noticed what appeared to be brown faeces covered with tissue paper at the staircase landing.
Upon realising what it was, she immediately checked her CCTV footage and saw a man squatting at the spot and defecating.
Following investigations, NEA has identified the offender and issued him with three summonses on Mar. 27, 2026 for two counts of urinating and defecating in a public place, and one count of smoking in a prohibited place. The offender has paid S$800 for all three offences.
Urinating or defecating in public is an offence under the Environmental Public Health (Public Cleansing) Regulations. NEA said it will take enforcement action against any person found committing such unhygienic and socially irresponsible acts.
An individual will be offered a composition sum of S$300 or is liable to a maximum fine of S$1,000, if convicted in court.
