Thirteen teenagers are being investigated following a joint enforcement operation by the Singapore Police Force (SPF) and Land Transport Authority (LTA) targeting errant teenage cyclists at Petir Road.
The operation was conducted on Sept. 9, 2026, in the vicinity of 17 Petir Road after members of the public reported teenage cyclists allegedly causing nuisance in the area at night.
During investigations, authorities found that several of the teenagers had also allegedly made nuisance calls to the Police Emergency line and used abusive words against police officers who responded to the calls.
A total of 27 teenagers aged between 12 and 19 were checked during the operation. Of these, 13 are being investigated for various offences under the Protection from Harassment Act 2014, Miscellaneous Offences (Public Order and Nuisance) Act 1906, Gambling Control Act 2022, Tobacco and Vaporisers Control Act 1993 and Active Mobility Act 2017.
Offences & enforcement actions
- Public nuisance: 13-year-old male arrested under Section 290 of the Penal Code 1871.
- Abusive communication: The same 13-year-old is under investigation under Section 6(1) of the Protection from Harassment Act 2014.
- Communicating false messages: Three teenagers, aged 12–14, are being investigated under Section 14D(1) of the Miscellaneous Offences (Public Order and Nuisance) Act 1906.
- Unsafe bicycles: Seven teenagers, aged 13–19, are being investigated for riding bicycles without working handbrakes on public paths under Section 19 of the Active Mobility Act 2017.
- Unlicensed gambling: An 18-year-old male is being investigated under Section 20(3) of the Gambling Control Act 2022.
- Vaporiser possession: Three teenagers, aged 16–19, were caught possessing vaporisers under Section 16(3)(a) of the Tobacco and Vaporisers Control Act 1993.
- Bicycles seized: LTA officers seized seven non-compliant bicycles during the operation.
The breakdown of the enforcement actions included:
• A 13-year-old male teenager was arrested for public nuisance under Section 290 of the Penal Code 1871. He is also being investigated for allegedly making an abusive communication towards a public servant under Section 6(1) of the Protection from Harassment Act 2014.
• Two male teenagers, aged 13 and 14, are being investigated for communicating a false message under Section 14D(1) of the Miscellaneous Offences (Public Order and Nuisance) Act 1906. They are also being investigated for riding bicycles without working handbrakes on a public path, an offence under Section 19 of the Active Mobility Act 2017.
• A 12-year-old male teenager is being investigated for communicating a false message under Section 14D(1) of the Miscellaneous Offences (Public Order and Nuisance) Act 1906.
• An 18-year-old male teenager is being investigated for gambling with an unlicensed gambling service provider or at an unlawful gambling place under Section 20(3) of the Gambling Control Act 2022.
• One female and two male teenagers, aged between 16 and 19, were caught in possession of vaporisers under Section 16(3)(a) of the Tobacco and Vaporisers Control Act 1993. Investigations are ongoing.
• Five male teenagers, aged between 14 and 19, are being investigated for riding bicycles without working handbrakes on a public path under Section 19 of the Active Mobility Act 2017.
During the operation, LTA officers also seized seven non-compliant bicycles and engaged the teenagers to raise awareness of cycling rules and guidelines. The authorities said they take a serious view of conduct that compromises public safety and order, including nuisance calls to the Police Emergency line and abusive words or behaviour directed towards public servants carrying out their duties.
The Police reminded members of the public that nuisance calls to the Police Emergency line waste valuable police resources and may affect the Police’s ability to respond to genuine emergencies.
SPF and LTA said they will continue conducting regular enforcement operations to address errant behaviour, with offenders dealt with in accordance with the law.
