A 54-year-old man, Leong Weng Wai, has pleaded guilty to multiple charges of appearing nude in public following a series of unsettling encounters reported by women across different locations in Singapore.
The incidents culminated in his recent sightings on Lazarus Island, where he was observed cycling in the nude on multiple occasions.
According to report, on November 14, 2023, two women on a trek around Lazarus Island spotted Leong fully naked as he cycled near their campsite. When approached, he claimed that his clothes had been “washed away” into the sea, and he requested clothing from them, which they declined. After attempting to hide behind trees, Leong reappeared fully nude and rode past the women again.
The following day, the women once again encountered Leong, this time noticing him clothed but only partially, as he was seen wearing just a shirt. Despite multiple sightings, he did not engage openly with the women during these encounters.
Later that day, the women noticed Leong riding by them once more, this time completely nude except for a small towel that was draped over his shoulders. He did not engage with them during this encounter.
According to court documents, Leong had departed from Lazarus Island on the evening of November 14, 2023, and returned by boat the following day. The women subsequently filed a police report on November 23, 2023.
Frustrated by the repeated incidents, the women documented their experiences by taking photographs and recording videos of Leong cycling in the nude.
AT NUS & NTU
Earlier incidents involving Leong date back to May 2023 when he was reported to have exposed himself at universities, including the National University of Singapore (NUS) and Nanyang Technological University (NTU), the report added.
On May 18, a woman was called to assist Leong who was found lying in a toilet with his head protruding from an ajar door. Upon entering, she discovered him partially undressed with his private parts fully exposed. Leong claimed to have injured his elbow and knee, prompting the woman and her friend to help him to his feet. After urging him multiple times, he finally pulled up his pants, and the women escorted him to a nearby bus stop.
The situation escalated when it was reported that on May 22, Leong appeared nude at the National University of Singapore (NUS). The initial woman who encountered him on May 18 later filed a police report regarding the incident.
Just days later, on the night of May 23, another woman found Leong lying against a wall near a handicapped toilet at Nanyang Technological University (NTU). Although he wore a shirt, his pants were down around his ankles, and he requested her assistance in getting up.
Despite helping him to stand, the woman witnessed Leong expose himself again and she refused to help him pull up his pants, noting that he was capable of using his hands. She advised him to stop leaning towards her. Unbeknownst to her, he had exposed himself to another woman earlier that night.
After realizing the situation, the first woman sought help from male friends and returned to the area, where she saw the previous encounter and promptly made a police report at 9:25 PM that evening.
Leong pleaded guilty to three charges under the Miscellaneous Offences (Public Order and Nuisance) Act On Wednesday (Aug 28).
Following these incidents, which spanned months, the judge has mandated a psychological suitability report to determine possible treatment options for Leong. With a maximum penalty of three months in prison and fines of up to S$2,000 for each count of public nudity, he now awaits sentencing, which is scheduled for September 29.
