Man Charged with Attempted Murder for Allegedly Driving Van into Cyclist At Kaki Bukit

A 48-year-old man, Toh Sze Ee, has been charged with attempted murder after allegedly driving a van into a 32-year-old cyclist in Kaki Bukit back in March.

The charge sheets indicate that Toh intended to murder Mr Hossen Selim during the incident, which occurred on March 16 at approximately 5:05 PM along Kaki Bukit Avenue 5 towards Kaki Bukit Road 5.

According to ST report, during a court hearing on Wednesday, the police prosecutor revealed that the victim remains in serious condition at the hospital and is currently unable to communicate.

The prosecution has applied for Toh to be remanded at the Complex Medical Centre (CMC) in Changi Prison for psychiatric evaluation.

No further details regarding the victim’s condition were provided according to the report.

The police prosecutor stated, “There is a need to ascertain if the accused is able to appreciate the gravity of the offence.”

Toh, who is currently held at the Central Police Division, appeared in court via video-link. Speaking through a Mandarin interpreter, the slightly balding man mentioned his history of depression and hallucinations when asked by District Judge Terence Tay if he had anything to say. However, he could not provide an official diagnosis, according to Straits Times report.

Apart from the attempted murder charge, Toh also faces two charges related to dealing with duty-unpaid goods. According to the charge sheets, on June 20, Toh was found with 3,948 cartons of illegal cigarettes, weighing around 695kg, at an open carpark near Block 1 East Coast Road. It is alleged that Toh evaded a total of $387,693 in duty fees and $34,900 in taxes for the goods.

A Customs prosecutor stated that further statements would be obtained from Toh regarding the duty-unpaid goods charges. Due to the severity of the attempted murder offense and the condition of the victim, prosecutors have not offered bail. The judge granted the prosecution’s application for Toh to be remanded at the Complex Medical Centre (CMC) for a period of three weeks.

Toh’s next court appearance is scheduled for July 26.

If convicted of attempted murder and if harm is caused, the offender can face a maximum penalty of life imprisonment and caning, or imprisonment for up to 20 years, along with a fine or caning, or both.
