The Joint Singles Scheme Operator-Run (JSS-OR) Pilot has been launched on 17 December 2021 which allows singles to apply for a rental unit without first having to find a flatmate. Instead, individual applicants will be assigned flatmates by the operator, according to a press release by Housing Development Board (HDB).
Who can apply ?
According to HDB, Tenants must be Singaporeans aged 35 and above, with “no family support and no other housing options”.
Both must be single.
Any of the following is considered as singles:
- Unmarried and at least 35 years old
- Divorced or legally separated from spouse, with legal documents, and at least 35 years old
- Widowed or orphaned, and at least 21 years old

Existing Scheme : JSS
“Under the existing Joint Singles Scheme (JSS), two or more singles may jointly apply for a public rental flat, or they can approach HDB to source for a flatmate”. While the majority of JSS applicants are able to find a flatmate and live together amicably, some may not be able to do so. HDB currently assists single applicants by offering them a listing of other single persons who are also looking for a flatmate. Now the JSS-OR Pilot offers another option for them.
New Scheme : JSS-OR Pilot
According to the release this scheme allows singles to apply for a rental unit without first having to find a flatmate. Instead, individual applicants will be assigned flatmates by the operator.
“The JSS-OR Pilot comprises a mix of 1- and 2-room flats, with partitions installed to accommodate two or three persons per flat respectively”.
These units also come with general household furnishings and appliances such as wardrobes, a water heater, a washing machine and a refrigerator, so that tenants can move in easily.
The operator will introduce tenants to each other, and step in to mediate any disagreements.

How will they be assigned & What are the factors of consideration ?
Individual applicants will be assigned flatmates by the operator, taking into consideration factors such as gender, age, ethnicity, living habits, and so on.
