Man Jailed for Exposing Himself at Popular Food Centre Bicycle Bay

Neo Beng Yeow, 59, who has a history of public nuisance offences, was ordered back to jail after an incident at Chomp Chomp Food Centre on Aug 2.

The Singaporean, who was jailed for a week for a May 2025 offence, was under a remission order that required him to keep out of trouble from July 29 to Oct 19. However, on Aug 2, he exposed himself and urinated at the bicycle bay of Chomp Chomp Food Centre at around 8.30pm.

A diner seated nearby saw Neo urinating at the bicycle bay and reported him to the police. Police officers found him with his pants unzipped and genitals exposed. He was arrested the same day, and has been in remand since Aug 4.

Neo, who appeared in court via video, pleaded guilty on Aug 25 to one charge of committing an act of public nuisance, and was sentenced to 14 days’ jail. He will also spend an additional 14 days behind bars for breaching the remission order, according to The Straits Times.

District Judge Adam Nakhoda noted that there was a need for deterrence, given that Neo had reoffended shortly after his previous convictions.

Neo was also convicted of a similar offence on Dec 4, 2024, and fined $1,500.

In court, he asked if he could serve the enhanced sentence separately, as he wanted to return home to take care of his aged mother. He said in Mandarin: “She is alone at home, and I’m afraid she will fall down while bathing.”

His request was denied by Judge Nakhoda, who said it was “not appropriate” for his sentence to be served separately. Neo’s sentence was backdated to the date of his arrest.
