On Friday, July 4, 2025, Chia Hiok Seah, a 50-year-old Singaporean, testified in court regarding an incident that took place in a Sengkang multi-storey car park on June 29 last year.
The case involves allegations of rashly endangering human life and public nudity, following a dramatic confrontation with his lover’s husband.
WHAT REALLY HAPPENED :
A 50-year-old man, Chia Hiok Seah, faces charges after an incident at a multi-storey car park in Sengkang early last year that left a man injured and involved public nudity. The case was heard in court on July 4.
According to court documents, the incident occurred around 2:13 am on June 29, 2024, at Block 278 Compassvale Bow.
The defendant, Chia, was in his car with a woman he referred to as “Shunyi,” who was reportedly his lover. The pair was allegedly nude inside the vehicle when the woman’s husband, Mr. Goh Yong Sern, arrived at the scene.
Mr. Goh, a married man and engineer, testified that he was concerned after being unable to contact his wife and went to seek her at the parking lot. Recognizing Chia’s vehicle from previous interactions, he decided to record a video as evidence.
As he approached the car, he realized the occupants were naked, and he attempted to open the car door to ask them to exit. When they refused, he climbed onto the car’s hood to prevent the vehicle from leaving.
Wu Yongsheng, the injured man and husband of the woman, recounted in court how he was attempting to locate his wife that night. He saw Chia’s car and, suspecting something was amiss, decided to film the scene. As he neared the vehicle, Wu discovered the occupants were naked. He tried to open the car door but was unsuccessful and asked them to get out.
When Chia attempted to drive away, Wu climbed onto the hood of the car. The vehicle then accelerated, causing Wu to lose his balance and fall onto the ground, suffering multiple injuries including abrasions, facial lacerations, and bruises.
Wu described the fall as painful, noting blood on his face and arms. He called for an ambulance, underwent surgery at around 6 am, and took photos of his injuries for evidence. Wu said he did not call the police immediately but opted for an ambulance to ensure his safety. His injuries resulted in 14 days of sick leave, ongoing pain, scars, and limited mobility.
Chia, who admitted to being in the vehicle with the woman, claimed that their activity was not sexual but merely “intimacy acts.”
According to Channel News Asia, Chia said “So initially I as usual actually dropped her at (her) place downstairs,” said Chia. “However, I think, erm… yeah. We actually then (went) up to the multi-storey carpark, have some intimacy acts.”
“After that, we (were) actually chatting inside the car, but not dressed up.”
When his lawyer asked him to describe the how they were seated inside the car Chia said “the whole session (was) not very long”. While “chatting”, he was in the driver’s seat, while Shunyi was leaning against the dashboard, facing him.
“We park at the washing bay area, because we really don’t have intention to stay so long,” said Chia according to Channel News Asia.
Shunyi screamed and asked him to “quickly please protect” her and “quickly get out of this place” when they both heard the banging sound from outside.
Chia : “Then that time, I was still in a shocked state, whereby – what’s happening? Because in my mind, it never crossed my mind it’s Gordon in the first place,” said Chia, referring to Shunyi’s husband.
He explained that they were in the car when they heard a banging sound and saw Mr. Goh attempting to break into the vehicle.
Chia then saw her husband, Mr. Goh Yong Sern, banging on the car and trying to break in. Chia described Mr. Goh as “bizarre,” with angered, red-faced expressions, and said he was trying to harm both of them.
Fearing for their safety, Chia stated that if the car had not been locked, Mr. Goh could have dragged Shunyi outside or caused worse harm.
He described Mr. Goh jumping onto the car’s bonnet, banging on the windscreen with his body in an attempt to break through. Chia recounted that Mr. Goh was trying to pull out the wiper and that he was worried about injury from the broken glass or the car being damaged.
“So I was very concerned,” said Chia. “Is my car locked? Or is he able to smash into window and do all the killing to us? I was very panicked, and the moment in my mind, Shunyi ask me to protect her, want to get out of this place.”
“I knew I cannot face this man,” said Chia, describing Gordon as “bizarre” as per the report.
“True enough when I (was) about to leave, he actually jumped onto my bonnet,” he said.
“You can imagine, his face is so anger, unlike what you see on the video clip. He was smashing hard on the windscreen with his body, trying to break open.”
Chia continued: “I was actually so afraid at that time. We are not protected at all, not even our clothings. So the windscreen is the barrier only, between him and us. So I can’t imagine if he actually manage to break open, I think the injury will be worse.”
In a desperate attempt to escape, Chia reversed the vehicle with Mr. Goh still on the bonnet, banging on the windscreen with one fist while holding his phone in the other.
As they approached the gantry exit, Chia stopped the car, realizing Mr. Goh was not going to alight voluntarily and that any further action might result in Gordon being “more injured”.
Throughout the ordeal, Shunyi was screaming for help. During this time, Shunyi was screaming.
Chia expressed remorse over the incident, stating, “Actually this whole thing is actually (a) very (unfortunate) incident. It’s something that I never thought I would be involved in. With my character and personality, I’m not someone who likes to confront or likes to intentionally hurt someone.”
He also emphasized that he had no intention of maintaining contact with Mr. Goh and felt ambushed during the events.
During the court proceedings, Chia agreed to plead guilty to the charge of appearing nude in a public space. He is also accused of a rash act endangering human life, which could result in up to a year in jail, a fine, or both.
The prosecution requested the courtroom’s public and media to exit to play video footage of the incident. After Chia’s testimony, Shunyi is expected to testify in his defense.
If convicted, he faces up to one year in jail, a fine, or both for reckless conduct, and up to three months in jail or a fine for public nudity.
