On Wednesday (Dec. 14), a 38-year-old serial flasher was found guilty for the sixteenth time of the offense of exposing himself in public.
Sixteenth time? yes you read it right, this man has been doing this almost every year and he did it again. He was even sent to jail for same offences.
According to CNA, Budiman Shah Mohd Noorel Azman, flashed his private parts at an eight-year-old girl, a 16-year-old student and a 29-year-old woman. Budiman pleaded guilty on Wednesday (Dec 14) to two counts of sexual exposure and one count of an obscene act. A fourth charge will be considered in sentencing.
AT THE BUS STOP
The court was informed that on January 31st of this year, Budiman went to a bus stop on Bukit Batok West. He was on remission for previous offences at that time.
Today reported his his latest conviction along with the list of offences, where was caught flashing his genitals at four bus stops in Bukit Batok and along Alexandra Road, three of which were opposite or near a school.

In January this year, he stood on a grass patch with his pants pulled down near a bus stop where an eight-year-old girl was waiting for the bus with her father on her way to school, according to the report. When the bus arrived, she got on and later that day told her father about it. Her father reported a crime to the police.
In May, as he approached a 29-year-old woman waiting at a bus stop with schoolchildren nearby, Budiman lowered his pants and smiled while holding on to his genitalia. She called the police and said there was a flasher walking around where there were a lot of students around.
In October, he pulled down his pants and held onto his genitals in front of a 16-year-old pupil who was waiting for the bus, according to Today.
Budiman has received prison sentences ranging from two weeks for his first offence to 19 months in 2019, having been found guilty for comparable offences almost every year since 2007.
He received mandatory treatment orders twice, which is a community sentence alternative available to offenders with mental illnesses that contributed to the crime.
Before Dec 14, he was last convicted in June last year, for which he was jailed for 11 months for intentionally exposing his private parts.
District Judge Kow Keng Siong agreed to Deputy Public Prosecutor Bharat Punjabi’s request for a report to be prepared in order to determine if Budiman qualified for a mandatory treatment order during the hearing.
Without a lawyer, Budiman testified in the court that he was eager to receive treatment after speaking with a court counsellor.
“I used to have this feeling of being alone in this world. I’m fighting this sickness, but then the court counsellor told me I’m not alone. I have people to help me,” he said in court.
Budiman is set to return to court on Dec 27 for sentencing. He remains in remand.
For sexual exposure, he could be jailed for up to a year or fined, or punished with both.
