A woman who fled from Health Sciences Authority (HSA) officers after being caught using an e-cigarette was eventually tracked down and charged, culminating in a $2,700 fine on Dec 4.
Low Hui Min, 32, pleaded guilty to multiple offences, including possession and use of an e-cigarette device.
According to ST, the incident occurred on March 15, 2024, when two HSA officers were patrolling near Choa Chu Kang LRT station.
As per the court documents, the officers spotted Low using an e-cigarette with a pod. Her boyfriend, Kang Boon Khoon, was with her at the time. When approached, Low complied with instructions to surrender the device and hand over her identity card.
However, while one officer was processing her details to issue a composition ticket, Kang abruptly lunged at the officer, seizing both the e-cigarette and Low’s identity card. A struggle broke out, and the officer and Kang fell to the ground along with the items.
The second HSA officer stepped in and separated the pair, but Kang quickly got up and ran toward the LRT station. The officer involved in the scuffle later discovered scratches on his left elbow and index finger.
As the officers regained control of the situation, they realised Low had also fled, taking the device and her identity card with her. The police were alerted shortly after.
On April 5, HSA officers visited Low’s residence and found three loose, used pods. Four days later, Low provided a statement admitting she had been vaping when the officers confronted her in March.
She was subsequently charged in 2025.
Court documents did not state whether Kang has been charged or dealt with over his involvement.
