Ex Deputy Director at NUS Charged With Cheating & Taking Upskirt Videos

A former deputy director at the National University of Singapore (NUS) and director at the Singapore University of Technology & Design (SUTD) has been charged with cheating and voyeurism-related offenses.

Foo Siang Chi, 53, faces five charges, including cheating, taking upskirt photos and videos, and possessing obscene films, according to CNA.

Foo, who previously held a position in NUS’s Office of Facilities Management, later joined SUTD as a director in the Office of Campus Infrastructure and Facilities. He allegedly cheated his then-supervisor between April and July 2015 by borrowing money to fund his gambling habits without disclosing the purpose.

It is believed that Foo managed to deceive the victim into lending him at least S$205,500.

According to the charges, Foo is also accused of capturing upskirt photos and videos of women on at least 31 occasions between April 2018 and March 2020. Additionally, between September 2019 and December 2020, he allegedly possessed two obscene videos on his mobile phone that he had downloaded from a pornographic website.

In response to queries from CNA, SUTD’s chief communications officer, Tammy Tan, stated that no complaints had been received regarding Foo’s conduct during his employment from February 1, 2019, to January 31, 2022. However, Foo voluntarily resigned from SUTD on January 31, 2022.

Tan emphasized SUTD’s zero tolerance for illegal acts and pledged firm action against offenders, including referring them to the relevant authorities. NUS stated that Foo’s employment had been terminated in August 2018 following internal investigations into the cheating allegations, emphasizing their serious view on staff misconduct.

If convicted of cheating, Foo could face a maximum jail term of 10 years and a fine. Insulting a woman’s modesty could lead to imprisonment for up to a year, a fine, or both. For voyeurism, the maximum penalties include a two-year jail term and a fine. As Foo is over 50 years old, he cannot be caned. Possessing obscene films carries a potential sentence of up to one year in jail, a fine of up to S$40,000, or both.
