A 30-year-old man named Barrie Lin Pengli, appeared in court on Wednesday (February 1st) to face five charges of animal abuse against five cats.
The charges include throwing two cats from Housing Board blocks and causing the death of a cat by stomping on its neck.
Lin has been charged with five counts of animal cruelty against five cats in Ang Mo Kio between April 2020 and December 2021, under the Animals and Birds Act.
The charges include allegations of confining cats in small waterproof bags, throwing cats from high-rise buildings, stomping on a cat’s neck, and slamming a cat against a wall.
According to Today, he caused unnecessary suffering to a cat at about 1.50am on Apr 18, 2020 by confining it in a small waterproof bag. He allegedly did this at Block 544, Ang Mo Kio Avenue 10.
Three days after the first incident, the man is accused of tossing another cat off the 12th floor of Block 572, Ang Mo Kio Avenue 3, causing its death at approximately 3:30 AM.
He later stomped on the animal’s neck, resulting in its death, charge sheets stated.

The man is accused of confining a third cat in a poorly ventilated waterproof bag at around 4:30 AM on April 21, 2020, at Block 207, Ang Mo Kio Avenue 1. He is also accused of tossing a fourth cat from the eighth floor of Block 645, Ang Mo Kio Avenue 6, at around 3:30 AM on May 15, 2020.
The penalties for such cruelty under the act are a jail sentence of up to 18 months, a fine of up to S$15,000, or both.
The court was updated that the Institute of Mental Health requires a private psychiatric report before it can produce a forensic report. The private report on Lin is due by the end of February and will be forwarded to IMH by Mr. Tan.
Lin has a new job starting on February 15 and is receiving treatment from his private psychiatrist. He is currently out on bail of S$5,000 and is due to return to court in March.
