Man Jailed for Cutting Women’s Hair on Buses to Sniff Later

A 26-year-old man who admitted to cutting women’s hair on buses so he could sniff it later was sentenced to two months and two weeks’ jail on Sept 11.

Edwin Chow Rui Xiong pleaded guilty to using criminal force with the intent to outrage modesty and being armed with instruments for cutting. Several other charges were taken into consideration, including incidents where he cut the hair of two other victims on buses on Aug 2, according to ST report.

On Aug 3, Chow boarded bus service 185 in Dover and sat on the upper deck. When he saw a woman with a ponytail board the bus, he became sexually aroused by her long hair. He moved to sit behind her, took out scissors from his bag, and cut her hair before stashing it in a small plastic bag, intending to sniff it afterwards.

Shortly after, the victim touched her ponytail and realised something was amiss. She turned around to confront Chow, but he remained silent. She reported the incident to the bus driver, and the police were called.

When officers arrived, they found five pairs of scissors in Chow’s bag, along with other plastic bags containing hair. He admitted that he was attracted to women with long hair and that cutting and sniffing it aroused him.

Chow was arrested that day.Appearing in court via video link, Chow was asked by the judge if he wished to make a mitigation plea. He smiled and replied: “Nothing.”

District Judge Salina Ishak pressed further, asking: “You’re sure? You do not wish to say anything in mitigation?”

Chow then said: “I wish to have a lighter sentence, as I have a doctor’s appointment at the Institute of Mental Health next week.”

The judge told him to inform the prison officers about his appointment, and Chow said he had nothing else to add.

Those convicted of using criminal force with the intent to outrage modesty face up to three years’ jail, a fine, caning, or any combination of these punishments.
