A former secondary school teacher has been sentenced to five months and five weeks in jail for secretly filming men in toilets, showers and gym changing rooms over a span of more than a decade.
Caught at MacRitchie Reservoir
According to Channel News Asia, Woo Weng Chuan, 51, was exposed on Jun 1, 2022, at the MacRitchie Reservoir amphitheatre shower area.
A jogger leaving the facility noticed Woo repeatedly walking around with his phone camera pointed at naked men. Suspicious, the witness checked the device, saw it was recording, and quickly took a photo of Woo before alerting the police.
Woo was later detained at a nearby car park. At the time, he was supervising his students’ training as the track-and-field teacher-in-charge and had been watching their belongings while they trained.
Videos Spanning Gyms, Saunas and Showers
Investigations uncovered a large collection of recordings on Woo’s devices:
- 10 clips filmed between April and May 2022 in a sauna shower and changing area.
- 30 clips dating back to 2010 and 2011, taken in the locker room of the now-defunct California Fitness Gym at Novena.
- 13 videos recorded in 2014 in the same gym’s locker rooms and stored on his Google Drive.
Woo admitted that he recorded men he found attractive but claimed the videos were only for his personal viewing and not distributed.
Court Proceedings and Sentencing
Woo pleaded guilty to three charges of voyeurism and making obscene films under the Films Act. Another three charges were considered during sentencing.
The prosecution sought 27 to 31 weeks’ jail, noting many clips focused on victims’ private parts.
Defence lawyer Riko Isaac argued for a lighter term of 22 to 25 weeks, citing Woo’s cooperation and personal struggles.
The court sentenced Woo to five months and five weeks’ imprisonment, with his sentence to begin in September.
MOE’s Response
The Ministry of Education (MOE) confirmed that Woo has been interdicted since June 2022 and is no longer teaching.
“MOE takes a serious view of staff misconduct and will not hesitate to take disciplinary action against those who fail to adhere to our standards of conduct and discipline, including dismissal from service,” the ministry said.
